Rachel Stine-Sheridan served as a public defender for 5 years before opening her practice in partnership with her trusted friends Glen and Rob. She advocates on behalf of adults and youth in criminal, CHINS/ARY, and guardianship matters. She practices in Snohomish County, King County, and Tulalip Tribal Court.

Areas of Interest & Expertise

Rachel fights fiercely for clients from beginning to end of their cases – advising people minutes after their arrest through the completion of probation or parole. Working with an attorney requires incredible trust, and Rachel strives to earn and honor that trust at every step.

She has had the privilege of representing youth with criminal and civil matters in juvenile court. She advocates for teens in Child-in-Need-of-Services (CHINS) and At-Risk Youth (ARY) cases. She counsels her young clients about their legal rights, case options, and consequences outside of court, school ramifications, and social services. She works to communicate clearly and approachably, applying trauma-informed and developmentally appropriate best practices.

Working with adults, Rachel has defended clients accused of all manner of misdemeanor and felony offenses. Rachel has experience addressing complex issues, including domestic violence, child protection investigations (CPS/DCFY), addiction and substance use, family and childhood trauma, juvenile brain development, and mental health diagnoses. She has extensive experience with driving under the influence (DUI) allegations. In motions and trials, Rachel has argued issues of racial justice, police use-of-force, and economic disparity.

Since joining Rice O’Neal PLLC, Rachel has expanded her practice to represent people involved in guardianship matters for adults and children.

Education & Personal Background

Rachel grew up in San Diego, California with her parents and older sister. Her passion for the law and her serving her community was inspired by her parents – her mother was a dedicated hospital social worker and her father is a respected civil attorney.

Rachel earned her bachelor’s degree in journalism from Boston University. In 2020, she earned her JD with a specialization in Public Interest Law and Policy from UCLA School of Law. She was awarded the University of California President’s Public Service Fellowship upon graduation.

She was admitted to legal practice by the Washington State Bar in 2020. As a 2020/2021 fellow for the Snohomish County Public Defender Association (SCPDA), she developed new litigation strategies and data analysis tools for challenging misdemeanor probation violations. After her fellowship, Rachel continued with SCPDA as a public defender until opening her own practice with Rice O’Neal PLLC in 2026. Rachel was admitted to the Tulalip Tribal Court in 2026.

Like many PNW transplants, Rachel adores hiking, especially with her husband and their young child. She loves baking and sharing cookies and cakes with friends.
